Ley 11/2023: accessibility of certain products and services
Ley 11/2023 transposes into Spanish law the requirements of the European Accessibility Act for certain products and services. Its aim is to ensure they can be used independently by everyone, especially people with disabilities. Its accessibility requirements have applied since 28 June 2025, subject to the exclusions, exceptions, and transitional provisions set out in the law itself.
How?
The 4 principles of web accessibility
Content must be presented in a way that everyone can perceive, with alternatives such as text for images or captions.
The web must be functional with keyboard, mouse, or assistive technologies, avoiding barriers like strict time limits.
Information must be clear and easy to understand, with consistent instructions and easy-to-correct errors.
Content must work with various technologies, including assistive tools, and remain accessible over time.

Important notice: the application of Ley 11/2023 depends on the product, service, economic operator and any applicable exceptions. Micro-enterprises providing services are exempt from the accessibility requirements and obligations set out in this title of the law.
